docking restriction Empty docking restriction

I started with my char "Sandoval" from POB "Lotus Garden" in Kyushu, but cannot dock again, because of restriction : "this ship class is not allowed to dock in this system".
Is it possible to remove this restriction?
The ship is now parked in Tau 29 / Freeport 6 (there is no restriction).
